Since we are not all that active at the moment I would like to try and detour any new members creativity by having them wait for a character approval when I might not be able to get to it ASAP due to my current schedule. So! Any new characters that are created may be used immediately after they have a posted character profile in the appropriate board. That way they can play without waiting 'x' amount of time for me to get to it. Though I will eventually get around to looking the character over and if it isn't fitting the normal rules will apply.
