Personality: He likes to have fun all the time and is very energetic(like a 5-old running around). Hes a bit immature so sometimes he can't take some things seriously. He dislikes being bored and always goes around looking for something to do. He tends to get annoyed easily sometimes(especially if he thinks the person is slow and can't keep up with what hes doing.
Backstory: Born in a remote part of the wastelands, he grew up there free to run around the open areas of the wasteland. Because of his speed he was always able to get home before the acid rain started. One day his parents were killed by robbers, Turbo only managed to survive by using his speed to run away which his mother so forcibly told him to do. He ran and ran until he passed out. From then on he always ran to relieve the stress in him.

Motivations: his goal is to break the sound barrier when running
Special abilities: Able to use psychic energy to propel his legs a lot faster than any normal human giving him inhuman speed.
Strengths/Weaknesses: Though not very strong he uses his speed to his advantage in fights, however after prolong periods of running he tires and must rest a good while before being able to run again.
