Once one of the greatest cities present on Earth, and now it is nothing but a mix of twisted steel, rock, and dirt. Most of the past buildings were constructed of steel frames and concrete molds making the structures a fair shelter against the bombs that had pelted the planet. But of course they were no bomb shelter. Most of the area is nothing but bits of stone and concrete blasted several miles all directions around the heart of the city, making it appear as if it used to be bigger than what it really was. Metal bits stick up from the hardened soil in random places, though most of these have been used to construct 'new' buildings for shelter from the weather.
Being that this city is so close to the Wastelands, it is plagued every once and a while with the acidic rains that drift in the winds. Constantly complexes are worn down from the weather and collapse, often killing the inhabitants in their sleep. But that is the risk of living here. Without much technology it is very difficult to vacate the area, and it isn't like there is much to go to outside of the Ruined City. So instead the people here stay close. It is a place where everyone knows everyone, despite how spread out some of the groups are. Anyone they find outside of the city they often attempt to help, so long as the individual isn't hostile.
